नेशनल इलेक्शन वाच और एसोसिएशन फॉर डेमोक्रटिक रिफॉर्म्स की एक रिपोर्ट के मुताबिक़ पिछले पांच सालों में 260 ऐसे उम्मीदवारों ने चुनाव लड़ा है जिनके ऊपर बलात्कार और महिलाओं के विरुद्ध हिंसा के अपराधिक मामले दर्ज थे. हर पार्टी ने ऐसे लोगों को चुनावों में टिकेट दिया है.
इस “शर्मनाक सूची” में सबसे आगे है कांग्रेस जिसने 26 उमीदवारों को टिकिट दिया, जबकि भाजपा ने 24, बसपा ने 18 और सपा ने 16 ऐसे लोगों को चुनाव लड़ने के लिए टिकिट दिया.
महाराष्ट्र में 41, उत्तर प्रदेश में 37 और पश्चिम बंगाल में 22 ऐसे लोगों को टिकिट दिया गया जिनके खिलाफ बलात्कार और महिलायों के विरुद्ध हिंसा के ममले चल रहे थे.
इन संस्थानों के अनुसार “ऐसे लोग जिनके खिलाफ बलात्कार जैसे संगीन मामले चल रहे है, उनको राजनैतिक पार्टिया टिकेट देकर ऐसी घटनाओं को बढ़ावा देने मैं अपना योगदान दे रही है, लेकिन ये पार्टिया सदन में ऐसी घटनाओं की हमेशा निंदा करती दिखती है”
अपने बयान में इन संस्थाओं ने कहा: “ऐसे लोगों को चुनाव नहीं लड़ने देना चाहिए साथ ही साथ राजनितिक पार्टियों पर दबाब भी बनाया जाना चाहिए की किन मापदंडों के आधार पर ऐसे लोगों को टिकिट दिए गए”
2009 के लोकसभा चुनावों में राजनैतिक पार्टियों ने 6 ऐसे उम्मीदवारों को चुनाव लड़ने के लिए टिकिट दिया था जिन्होंने खुद ये माना था की उनके खिलाफ बलात्कार के मामले चल रहे है.
A report compiled by the National Election Watch (NEW) and the Association for Democratic Reforms (ADR) has revealed that about 260 candidates facing charges such as rape, assault and outraging the modesty of a woman contested assembly elections on tickets of various parties in the last five years.
The Congress was leading the 'shame-list' with 26 such candidates followed by the BJP (24), the BSP (18) and the Samajwadi Party (16), the report said.
In Maharashtra, 41 such candidates were given tickets, while 37 got tickets in Uttar Pradesh and 22 in West Bengal.
"By giving tickets to candidates who have been charged with crimes against women especially rape, political parties have been in a way abetting to circumstances that lead to such events … but (they) vehemently condemn in Parliament," the organisations said
In a statement, they said: "Such people should be debarred from contesting elections and the political parties should be forced to disclose the criteria on which candidates are given tickets."
"In 2009 Lok Sabha elections, political parties gave tickets to six candidates who declared that they had been charged with rape," it stated.
